C2030 Broome - healing spirits

The original inhabitants of the land will be reinvigorated by an emerging visual culture. The value of their artwork and dance will reach new heights. A new and authentically aboriginal spirit will rise up in the people of the land.

C2030 Broome - A bright future for the region & its' people

The theme that really emerged from the C2030 Broome summit was that people matter. Infrastructure and development will proceed only if they meet the needs and desires of the people.

Many of the attendees at the Broome summit have long, deep, rich and diverse cultural histories in the region and this provided a strong feel for the event. From these cultural histories have emerged a growing hotbed for visual and performing arts even in the absence of any significant supporting infrastructure.

With a community focus, great natural resource wealth and a truly creative people, Broome & the Kimberleys look set for a very bright future.

C2030 Broome – Housing, Accommodation & Affordability

Talking points at C2030 Broome on housing & affordability were presented by Kathleen Gregory, Foundation Housing, Rowena Strain, Homeless Action Group & Antoine Bloemen, Kimberley Magistrate

Some of the points that arose were –

The Kimberleys & Broome in particular have the highest rate of homelessness in Western Australia

·         There is a real need for different styles of housing & accommodation that is sensitive to the cultural background of the potential inhabitants

·         Broome is in a catch 22 situation where land prices on new releases are artificially inflated by controlled supply to support existing housing prices

·         There is no denying the massive availability of land

·         Construction costs in the far north of Western Australia are very high

·         Container homes with a ‘Broome Design’ may be part of the solution

·         The situation is dire & needs immediate attention

C2030 Broome – Big Ideas for Broome & the Kimberleys

Talking points at C2030 Broome on some big ideas for a big region were presented & debated by Nick Belyea, Broome international Airport, Carol Martin MLA, Member for the Kimberley, Sue Thom, Cable Beach Club Resort, Bill Reed, Linneys, Peter Yu, Yawuru man from Broome & Professor Lyn Henderson-Yates, Notre Dame University

Some of the interesting ideas & observations included –

·         Better infrastructure & facilities needed for a burgeoning tourist population. A simple but necessary requirement is for more toilets on the vast expanse of highways & roads throughout the Kimberleys

·         Broome has the potential for a regional hub status, being closer to Singapore than any other Australian centre & being close to the tourist mecca of Bali

·         There is significant scope for a large hotel complex at Willy Creek or Baobab Beach

·         There could be a fast ferry service from Broome to Bali

·         Better sports facilities for the youth in the area

·         A museum & art centre in Broome to celebrate the rich, cultural history of the area & to add to the already flourishing arts & cultural movement that is growing & gaining traction in the diverse, multicultural environment

·         Better educational facilities for the growing population and specifically for the disadvantaged

·         Move the Broome airport

·         Build a marina complex with at least seven stories in Broome

·         Build a fast rail link between Perth & Kununurra

·         Modify the structure of the political controls that allocate resources in the region

·         Bring the people up to the Kimberleys, don’t worry about taking the water to Perth

C2030 Broome – past, present & future of Australia’s north

Talking points at C2030 Broome on the past, present & future of Australia’s north were presented & debated by Graeme Campbell, Shire of Broome, Kate Lamont, Tourism WA & Ron “Soz” Johnston

Two ‘iconic’ Broome personalities and the head of Western Australian tourism brought up the following points –

·         Huge opportunities for Broome & the East Kimberley

·         The value of the Indigenous culture should not be underestimated and its’ preservation & promotion is important. Tourists come to the area for that unique cultural experience

·         The Kimberleys and Broome have their own very special & unique ‘soul’ & character that needs to be preserved

C2030 Broome - Disadvantaged Youth & Social Programs

Tess White from a youth social action group, Midnight Basketball presented a topic on the importance of investing in young people. Her group, Midnight Basketball have a unique program that delivers specialised education to disadvantaged youth via way of community engagement on topics such as health, home economics and how to find a job.

The importance of this topic at the C2030 Broome summit was particularly relevant in the Kimberleys and Broome where there are higher than average numbers of disadvantaged youth scarred by drugs, alcohol and a lack of education.

C2030 Broome – Western Australian State Infrastructure Development & LNG Precinct

Anne Nolan, head of the newly formed Department of State Development discussed future planning for Western Australian state infrastructure with particular focus on the LNG Precinct at James Point during the C2030 Broome summit.

·         Living standards will be impacted by future development

·         Development has to be sustainable & responsible

·         Western Australia has massive resource potential

·         There is a world class wilderness area to consider in the Kimberleys

·         A holistic focus must drive development

·         Land must be secured for aboriginal communities

·         Currently, the drivers in the Kimberleys are too narrow – pearling, fishing, tourism & agriculture

·         Scientific research must lead any development activity

·         The overarching theme must be about community

·         A special development package is being developed for the east Kimberley

·         There will be big projects for a big state

·         Kimberley LNG is a world class gas reserve

·         Browse Basin is a site for the future

·         Significant work went into identifying the right site with James Price Point being selected as the most appropriate

·         Roads, infrastructure & services must lead development of the gas resource

·         Enormous business opportunities

C2030 Broome – Resources, Container Homes, Land Development, Eco Tourism

Proceedings for the C2030 Broome summit program were opened by Hon Brendon Grylls MLA.

·         Traditional owners were acknowledged

·         Queensland was presented as a model for the development of the vast expanses of Western Australia with regional centres seen as a core component of any development process

·         The heat & humidity should not be seen as a deterant for human settlement with the north of Queensland been presented as an example again

·         The richness of the resources of the region were focused on with particular mention made of the Ord agricultural area and associated expansion there

·         The value of eco tourism received mention

·         Traditional housing models were shown to be flawed with Brendon providing an alternative option in container homes / transportable. (Search futureWA website for more on container homes as it is a topic that drives significant traffic to this site)

·         Mention was made of the James Point gas hub with Brendon suggesting that there should be growth in areas beyond the realm of pearl farming, agriculture & tourism

·         Royalties for the Regions program and significant state & Federal $’s have been committed to the Ord & the East Kimberley

C2030 Broome - Community Summit with a focus on the future of Broome

Being a regular visitor to Broome does nothing to overcome the very real sense of isolation & remoteness that one feels during the descent into Broome after the two hour plus flight north from Perth.

There is certainly no shortage of real estate going begging in this region. In fact quite a few European countries would fit comfortably into all the empty space around Broome.

Blessed with significant natural resources including oil and gas as well as being a stone's throw from Indonesia, Broome is right in the middle of a very interesting geographical and economic region.

Tomorrow I'll report on the ideas and viewpoints of politicians and business leaders as they attempt to articulate a future vision for Broome and the Kimberleys at the C2030 summit.
